This study developed and evaluated the “Building Inclusive and Safe Classrooms” training program to improve the competency of private junior high school teachers in Banyuwangi Regency in managing student diversity. The goal was to address the problem of low understanding of inclusive education, differentiated learning skills, and the ability to prevent and handle bullying. The method used was a participatory approach through a one-day workshop that included interactive lectures, the development of inclusive lesson plans, conflict management simulations, assistive technology practices, and group discussions. The evaluation results showed a 40% increase in participant understanding (from pre-test to post-test), with the highest achievement in differentiated learning (47%). Qualitatively, 15 inclusive lesson plans and 15 follow-up plans were produced, and a 35-member “Banyuwangi Inclusive Teachers” community of practitioners was formed. Ninety-five percent of participants considered the material relevant, and 90% stated that the training method was effective. This research contributes to providing an applicable and sustainable contextual training model to build teacher capacity in creating learning environments that are responsive to diversity and safe from bullying
